Online gambling became a topic on the European standardization agenda in 2011 with the creation of a CEN Workshop on responsible gambling, proposed by the European Gaming and Betting Association (EGBA). This resulted in the publication of CWA 16529:2011 “Responsible Remote Gambling Measures”.

 

In 2012, the European Commission expressed their intention to issue a Standardization Mandate in support of reporting online gambling data to the regulatory authorities in the Member States. The aim of the Mandate is to develop (a) European standard(s) setting out the core elements of the reporting done for supervision purposes by the online gambling service providers to the competent regulatory authorities in the Member States.

 

In relation to this CEN received two proposals with a view of establishing a technical committee on online gambling services, one from AFNOR and one from NEN. The National Members of CEN are invited to vote in favor of one of the presented proposals.

 

The proposal of the national standards body of France (AFNOR) with the title: “Reporting in support of online gambling supervision”. The scope of the proposal will cover the development of standards and other standardization documents for ensuring the reliable reporting by online gambling services operators and suppliers, in support to the supervision of their activities. The main focus will be the provision of reporting tools for supervision of online gambling activities.

 

The proposal of the national standards body of Netherlands (NEN) with the title: “Online gambling services”. The proposal of Netherland has a more extended scope of activities: Standardization in the field of the provision of online gambling services, such as requirements on offering, supervision and evaluation of online gambling services, consumer protection, fraud prevention, transparency and game fairness.
