CEN proposal for the creation of a new Technical Committee: “Plant Biostimulants and Agricultural Micro-organisms”

 

The national standards body of France (AFNOR) submits a proposal for the creation of a new CEN Technical Committee “Plant Biostimulants and Agricultural Micro-organisms”.

 

The scope of the proposal is standardization in the field of plant biostimulants and agricultural micro-organisms: specifications, safety requirements, marking and test methods allowing the verification of product claims for Plant Biostimulants and agricultural micro-oganisms.

 

Plant Biostimulants are products that aim to improve the efficiency of plants’ nutrition processes. The effects of plants biostimulants are independent of nutrients, which is why plant biostimulants are distinct from fertiliaing products already covered by Standardisation at European level (CEN/TC 260 on fertilizers and liming materials and CEN/TC 223 “Soil improvers and growing media”).

 

The establishment of a technical committee in the field of plant biostimulants and agricultural micro-organisms comes in support of EC proposal for the elaboration of EU Regulation regarding the placing on the market of fertilizing products [2016/0084(COD)]. The new regulation will extend the scope of the previous fertilizers regulation to several new product families that have not been previously regulated at the EU level, including biostimulants. The draft EU Regulation clearly distinguishes plant biostimulants form fertilizers, liming materials, soil improvers and growing media. The draft regulation falls under the New Legislative Framework which inquires the development of harmonized standards to demonstrate conformity with essential requirements of products for safety and quality. The new technical committee will be the key player in the development of needed European standards for plant biostimulants in support of the new EU Regulation.

 

The initial work programme of the new committee will include the preparation of European standards in the following sectors:

  • Sampling of Plant Biostimulants;
  • Characterization, measurement and verification of the effects of Plants Biostimulants;
  • Safety parameters: determination and quantification.
